It looks like the medium resolution camera is fixed and will scan the earth almost like a scanner dose.
The high resolution camera has a narrow field of view and the ability to rotate probably in order to keep a fix location on focus probably for 90 seconds because ISS is moving fast.
Since it has such a narrow field of view I'm guessing it will only be available for dense populated areas like large cities probably the 150 locations/day since they mentioned 150 x 90sec videos.
The still image resolution will be 5m and the video 1m guessing that is what each individual pixel can see.
Not sure how useful the video is but It will be nice to see one. -
