This isn't true as the frames per second would decrease for the player as well as the aliens.
The cpu displaying the images keeps track of all of the objects on the screen, so if the aliens were to slow, so would the player ship.
Since the player ship itself doesn't speed up, it's safe to say that this video is false. Maybe initially that's how the creator of the game got the idea for quickening enemies, but that's not why the console games exist as they are. -
