While our moon does cancel out some tugging from the other planets in the solar system, here's a recent paper shows that moonless planets can orbit with great stability even without the influence of a moon. Just found this channel! +1! Having said that, only westeros has these unusual cycles. No other continent does. Word of God is that it's magic, and related to both dragons and the Others. 'Word of God' is a trope, google TvTropes....but don't. It will Ruin Your Life.

Who ever told you dragons are natural creatures? They where genetically engineered by the old empire of which valyria was a remnant.
They talk of valyria as the freehold. A piece held by force against a greater political entity.
The science of the past that allowed most of the massive castles to be built, lost either through war or natural disaster, was progressed enough to allow the breeding of specialised creatures.
I will hazard that dragons, are not only hollow boned but have also a lifting bladder full of gas that allows them flight. The same gas that shoot out of their mouths as flame probably.
An ice wall would not be possible per Se unless it was not wholly out of ice. A wall coated with ice would not only be possible but make sense. After all there are tunnels under it that lead beyond the wall. A structure covered in ice that was slowly melting , but not fast enough to make a difference is possible.
And of course through winter the ice would not only be solidified but added to. -
Dragons going fly. They could have an enzyme or a gland that produces hydrogen. The hydrogen could then fill their lungs and hollow bones making them lighter. This would also allow for fire. The hydrogen can be expelled from the mouth at a high velocity and then be ignited by the teeth.

700 ft wall of ice is 215 ish meters. so using the pressure under the wall with P = rho g H. makes a pressure of 19.4 atmospheres or 1.96 MPa. Examining a phase diagram shows us that as long as the wall can stay below about 0 degrees C it shouldn't melt. The angle of repose I cant help you with. For reference the worlds thickest glacier is the Taku Glacier in Alaska at 1477 meters. The wall should be fine.

umm if the atmospheric density was greater than that of Earth, flight is possible. Planet Hodor is comparable, and seeing the facts/canon we must find theories to support that.
