Looking for habitable planets as a plan B makes no sense in any way. Space habitats have fewer constraints and are tailor made. Any advanced space faring civilization is probably nomadic, with built in space mining and energy harvest from stars. They are only interesting for finding similarly developed neighbors (to have really sloooow back and forth messages) or as a curiosity.
