The last game I ran half the party was taken by the froghemoth. my players are level 9 with plenty of great gear and a few boons and other enhancements.

Let's not forget the various toad (and some frogs in Northern areas) diety avatars in the mythology of the first peoples in the Americas (Tlaltecuhtli an Aztec earth god often pictured as frog-like), Heqet, goddess from ancient Egypt, Tsathoggua from 1931 Lovecraft, Weird Tales (The Tale of Satampra Zeiros), and Quaolnargn - frog demon from the 1977 adventures of Elric (Bane of the Black Sword) -

I loved the Froghemoth. I remember it from AD&D, and it scared the crap out of me then too. I remember facing it all of once, and it was a life-changing experience. What a great monster.
Only a few monsters have that sort of underwear-ruining effect. Illithids, Beholders, Liches, and Dragons now have the Froghemoth to add to their elite club.
And as far as "lair/legendary" actions, it's not necessary Ted. When something attacks from under water or mud, the action of being drowned is legendary enough. The fact that all non-amphibious characters will move and attack at disadvantage under water is enough.You could even have the Bullywug pull down trees or other terrain features onto the player characters on close misses to force Dex saves and build tension.
You could even have disappearances of villagers blamed on lowly Bullywugs. (who would be your cultist fanatics, Dave. Add the Warlock and Cultist templates to the Bullywug race). That's a classic horror movie bait-and-switch. "There's nothing here but stupid Bullywu----GUGH!" The speaker is snatched and dragged under water. Or, if it's just a commoner, bisected THEN eaten.
This monster is truly horrific. Consider the end of the first Hellboy movie, and the party travels underwater to find nests of Bullywug EGGS....everywhere. You then have a possible adventure where a Bullywug network is taking these eggs to other swamps and Bullywug tribes to "spread the worship of ____" Now you have an issue whereby you do not know if these eggs are the last ones or if others exist elsewhere.
Consider THAT task - Froghemoth hunting. Ugh. If you're not a hardened soul after that, then you already were. -

The party kills a Froghemoth after a terrrific struggle. The party returns to the Laughing Frog tavern more or less triumphantly and then the Froghemoth's Mum turns up.
