I can't say I blame Sisko to for his not so warm words with Picard. As much of a fan of Picard as I am, I too would have issues if I were a survivor of the Battle of Wolf 359.

It was really ingenious the way the writers tied these two shows together. "The Best of Both Worlds" really had a lasting impact on TNG and DS9.

I always thought it was unfair of Sisko to hold animosity to Picard for what was done by Locutus.
Especially when every other time we see someone under mind-control in Star Trek, all is forgiven by the end of the episode. We all know Sisko can hold a grudge, but this incongruous to how Trek has always treated it's characters as not culpable when under the influence of an outside power. -
I wish these crossover moments would happen more often. Does anyone else agree.

It was a bold decision to have the newly introduced Sisko treat a beloved captain like Picard with such animosity. You can't blame him seeing as he only knows Picard as the guy on the viewscreen who was (indirectly) responsible for his wife's death. Sisko really grew as a character.
Sisko is my favorite captain but Picard is the best (i.e., the most true to Starfleet's values). I love the subtle look of despair on Picard's face after Sisqo leaves. You can see that his actions as Locutus still weigh heavily on his conscience-- even though it wasn't his fault. -
Sisko is an intelligent guy he should know not to blame Picard for the actions of locutus. This scene pissed me off back then.

This was a dumb way of introducing the Sisko character. The audience knows Picard and understands that he wasn't responsible for what the Borg did. The idea of Picard being confronted by someone who lost a loved one at Wolf 359 was a good one. But it should've been explored on an episode of TNG, not as an introduction to a new character. It was obviously difficult for Sisko to come face to face with the person who led the attack that killed his wife and you can see how he's barely able to restrain his anger. But by giving him this intro, it only made the audience less likely to embrace the character.

BRAVE choice by the writers.
At this point (TNG Series 6?) Picard was a well loved character in the franchise, having finally got out from under Kirk's shadow and could do no wrong.
To start their brand new series, instead of feeding off on that and making Sisko a picard fanboy or at least show the usual respect captains of the Enterprise get with fellow officers even within starfleet, they have him have a checkered history with Picard and even rage towards him
Those fans who are short sighted and could only see things from Picard's point of view were never going to warm to sisko based on this scene, but those who stuck it out to the end of the episode saw how Sisko regrets this encounter and makes up with Picard, earning his and our respect in the process.
That's good writing imo.
Also, where is this bad-joor place of which picard speaks? Is it anything like the planet Bay-jor that DS9 is in orbit of at this point? :-p -
Admiral Leyton would have been the one who made Picard aware of Sisko's objections to the assignment of commanding DS9.
