Just say newton's 3rd law. if i take an electric motor in space, turn it on to spin clockwise, i will start spinning counterclockwise. The way that's better is because you can get fuel aka. electricity from the sun.

What about spinning up a motor and then make a sudden stop? That could be quick and not take much power
