So dumb. Gravity should be about the same at 20 km high.

why not an anchored solar sail with some sort of pulley system...... I mean if you want like a cost effective way or something...... like a high attitude balloon anchored to the ground that would then have a solar sail anchored to that and like could "elevate" things from the ground I have a better idea still but it might be a little "out-there" for this crowd......
