what if the universe isn't expanding but instead everything is shrinking at the same rate so distances between things seem larger? I'm no scientist I'm just wondering if this is possible

Something I've heard too often is "water is nessesary for life to form". Why is it so nessesary? We have discovered silicon based life and there are organisms living in lava and in ice and even in the deepest parts of the ocean. I understand it may not have formed there but it seems to thrive. So I guess my question is why is it common belief that life needs water to start?
