15. I wouldn't totally disregard the "space bomber" possibility. ICBM's are totally detectable when launched and give 30 minutes of warning. A spaced based weapon could hit anywhere in the world with virtually no warning. Although I believe spaced based weapons are supposed to be illegal, knowing the nature of man, I am quite sure there are many violations floating in space as you read this..
