Soviet animation in the 1960s was usually in color. I suspect it was made in the 1920s. The breasts of the woman at 4:04, which grow enormous, indicates that the more puritanical standards which started in the 1930s had not yet become into being.

This animation was NOT made in the 1920s,(it makes reference to things that had not yet happenned ) This is probably from the 1960s. This style of animation was more typical of Russian Propaganda of that period.
