Vera Rubin is mentioned in this presentation. I would like to add that she herself has professed to prefer the idea of searching for alternative solutions to the uniform velocity problem (or the galactic rotation problem) rather than accepting the mainstream hypothesis of dark matter. She has said: "If I could have my pick, I would like to learn that Newton’s laws must be modified in order to correctly describe gravitational interactions at large distances. That’s more appealing than a universe filled with a new kind of sub-nuclear particle."
From "13 Things that Do Not Make Sense" | Michael Brooks, March 2005 -Questioning the Theory of Relativity and what is left of Newtonian theory is practically out of the question for most physicists, but, if this could become more acceptable as a potential window of exploration, then it is possible that more physics research will align with Rubin's wishes, rather than continue to keep the hypothesis of dark matter so entrenched in modern theory as it is.
